Two extra resources per unprovided icon, and what that rules in and out.
The comprehensive rules put it plainly: when a player plays a card with aspect icons beyond those provided by their leader and base, they pay two additional resources for each icon beyond those provided. Two per icon, not two in total.
Your three provided aspects are Command, Villainy and Vigilance. Every card in the fifty-two is inside that set, which is why the list can play an eight-drop curve at all: a single misaligned icon on a top-end card would push it to ten.
Jar Jar Binks, Mesa Propose carries one Command icon, which you provide, so it costs its printed two. It is worth naming because there is another Jar Jar in the format with two Cunning icons, which in this deck would cost six, and the two cards are not interchangeable.
Rey, Skywalker is Command and Heroism. Heroism is not provided, so she costs eight plus two. That is a real price and she is still in the sideboard, because she cannot be taken control of and cannot be defeated by enemy card abilities, which is the answer to the card every deck in this format is holding.
