21 of 44 listed cards carry a Power requirement. A card with two domains counts under both, so these do not sum to the deck size.

From the guide . §3 Deck Architecture
Composition
Fourteen units, twenty spells and five gear across the 39 shuffled cards, with making it fifteen units in the effective 40. Three battlefields and twelve runes, split nine Chaos to three Order.
The curve is bimodal, and that is deliberate
Most of the deck costs one or two. Then there is nothing until and three at ten, plus at six. That gap is not a construction error: Rhasa’s printed cost is a fiction that the trash erases, and The Harrowing is how Baron gets cast.
Rules noteRead Rhasa’s cost as "ten minus your trash". At eight cards it is a two-Energy six-Might unit, which is the best rate in the deck.
Fourteen units is low
And most of them are small: three two-Might , three one-Might . The deck contests battlefields with quantity and with bounce rather than with size, and is in the list precisely because a deck of small bodies needs a way to shrink one large one.
The structural consequence is that this list is much worse at defending a battlefield than at taking one. Assault 2 attacks only, Rhasa arrives late, and half the interaction returns units to hand rather than removing them.
The Power situation
Nine Chaos runes carry at two Chaos, at two Chaos, and the Power costs on , , Rhasa and Baron. Three Order runes carry , , and , and the sideboard leans on Order harder still with two , and .
Three at zero Energy are what make this work. They tap for Chaos, they cost nothing to deploy, and they are the reason a turn can hold two Chaos Power and an Order card at once.
⚠ WarningBoarding in the Order half of the sideboard without adding a rune is the most common way this deck’s mana quietly stops working. Count the Order sources before bringing in and both .
Gear density
Five gear, three of which are free. and are the only ones that cost real Energy, and both are flex. That matters against Gear removal: the opponent’s or Brittle Steel is close to blank against a you already tapped.
